Place the deliverables side by side. Check recurring hosting, plugin, licence and maintenance costs as well as the initial build price.
If the budget is fixed, reduce the first release to the workflows that create the most value. A smaller product that is tested, supported and understandable is usually safer than a long feature list delivered without enough time for content and quality checks.
